The first use for tunnel spoils would be creating a new marine terminal at Deer island. The Conley terminal in South Boston is at capacity now and it is estimated that it will need to increase capacity 93% by 2030.

A new 200 plus acre facility could be created to handle the larger Panamax, Post-Panamax or Triple E ships  that cannot currently dock at the Conley Terminal.

With a single tunnel extension (three miles) from the Logan Airport staging area, freight could be loaded and off loaded directly on to rail cars. This would limit the amount of traffic that would pass through the neighboring communities. Containers could be loaded on to rail cars to ship directly cross country. Likewise, outgoing freight could arrive and be unloaded directly onto waiting cargo ships. Freight trains would be limited to nighttime use of the TMT’s.

After the Outer Harbor flood barrier system is built, the Outer Harbor docks would still be operational when the flood gates are closed.
